Deanne Tilton Durfee, ICAN Executive Director, NCFR Chair

Executive Director, Inter-Agency Council on Child Abuse and Neglect (ICAN). Ms. Tilton Durfee has been a leader in the field of child welfare and child fatality review for more than twenty years. Under her leadership, ICAN coordinates services among public and private agencies for the identification, treatment and prevention of child abuse in Los Angeles County . She is the past Chairperson of the U.S. Advisory Board on Child Abuse and Neglect. She holds an honorary Doctor of Humanities degree from the Chicago School of Professional Psychology.

 

Edie Shulman, Assistant Director

Edie Shulman is the Assistant Director for ICAN. She is manages the ICAN Family and Children’s Index, ICAN’s role pursuant to AB 1733 and AB 2994, development of countywide protocols for the response to incidents of domestic violence when children reside in the home (GERDA) and Commercial Sexual Exploitation of Children (CSEC) and the Undetermined Subcommittee of the CDRT. She holds a Masters Degree in Social Work and a Juris Doctor degree.

 

Program Administrators

 

Sandy DeVos, Program Administrator

Ms. DeVos has been an program administrator with ICAN since 2008. Her primary responsibilities include the coordination of the Los Angeles County Child Death Review Team, tracking and data analysis of child fatalities and the Los Angeles County Child Death Review Team annual report. Ms. DeVos also provides staff support for the Child and Adolescent Suicide Review and Domestic Violence Death Review teams. She has worked for LA County with DCFS in various programs and positions since 1979. Ms. DeVos has a Masters in Social Work degree from the University of Chicago and is a Licensed Clinical Social Worker (LCSW).

 

Tom Fraser, Program Administrator

Tom Fraser is a seasoned administrator with over 28 years of experience. His assignments have included a number of key administrative positions at DCFS Headquarters. At ICAN, he has primary responsibility for the Child and Adolescent Suicide Review Team, the Data Committee and State of Child Abuse in Los Angeles County Annual Report, the ICAN multi-agency Training Committee, and the ICAN Child Abduction Task Force. He has a Master's degree in Public Administration from the University of California, Los Angeles, and a Bachelor's in Criminology from Southern Oregon University.

 

Nancy Urquilla, Program Administrator

Nancy Urquilla Is the new addition to the Inter Agency Council on Child Abuse and Neglect (ICAN), she is joining ICAN as a Program Administrator. Nancy has over 25 years of experience in child welfare working for the Department of Children and Family Services where she began her career as Children's Social Worker Trainee in the South LA area. Nancy has a Bachelor of Arts degree in Psychology from Cal State University Northridge, and a Master in Social Work degree from USC.

 

Cathy Walsh, Program Administrator

Cathy Walsh has been with ICAN since 2002. She has primary responsibility for the Safely Surrendered Baby Law Program, the Nexus Training Conference, and the Cyber Crime Prevention Committee. Ms. Walsh also provides staff support to the Los Angeles County Community Child Abuse Councils. She also prepares an annual summary of findings on the ICAN Child Abduction Task Force. This special report is included in ICAN’s Data Information Share Committee report “The State of Child Abuse in Los Angeles County.” Prior to joining ICAN, Ms. Walsh was an Assistant Regional Administrator at DCFS. Ms. Walsh received her MSW from UCLA and her Bachelor of Arts from Loyola Marymount University.

 

Administrative Staff

 

Karla Latin, Administrative Assistant III

Karla Latin, is the Administrative Assistant to the ICAN Executive Director. She is the central source of information for staff regarding process, procedure, and protocols for office management. Karla began her service with Los Angeles County in 1996. Various assignments throughout her tenure include working with Health Services, Department of Public Works, the Sheriff’s Department, and Parks and Recreation.

 

Sabina Alvarez, Sr. Secretary IV

Ms. Alvarez has worked with the Inter-Agency Council on Child Abuse and Neglect (ICAN) for over 25 years as a Senior Secretary IV. She is the primary Secretary for the ICAN Executive Director. She is also the point person for staff and for information on every project. In addition, she provides secretarial support to ICAN Associates which is the non-profit organization that supports ICAN and the ICAN Program Administrators.

 

Jodi Chen, Senior Secretary III

Although Jodi is new to ICAN, she began her service with Los Angeles County in 2008. She serves as the Senior Secretary III to the ICAN Executive Director. She provides secretarial support to the ICAN staff and ICAN Associates. Various assignments include taking important meeting minutes and creating well-designed conference materials.

 

Kenneth Rios, Project Coordinator/ITC

Mr. Rios is a graduate of California State Polytechnic University, Pomona, in the field of history with emphasis in specific topics related to the California Subject Examination for Teachers in Social Sciences. He is responsible for coordinating and tracking all NCFR Projects, including conferences, and managing the NCFR Library."

 

Michael Durfee, M.D.

Dr. Durfee, a child psychiatrist, began multi-agency child fatality review in 1975 and initiated the first team in Los Angeles County in 1978. He has published in the medical literature on child death, child sexual abuse, and grief and mourning in child in survivors of fatal/severe family violence

 

John Solano, Information Technology Coordinator and Graphic Designer

John is a graduate of ITT Technical Institute, San Dimas in the field of Software Devlopment and Project Management. He is the lead designer for ICAN/NCFR publications, the coordinator for technical assistance and web maintenance and design.

 

Paul Click, Technical Training Coordinator

Mr. Click was with the Los Angeles County Sheriff's Department for 25 years, including 12 years as a supervisor of child abuse criminal investigations. He specializes in networking and database design, and has built several databases for the LA County Sheriff 's Department and other agencies.
